Further confusion in Hyderabad over digitisation

Several LCOs and MSOs in the city of Hyderabad, India are currently confused with digitisation in the city as they are not able to decipher if certain parts of the region come under the jurisdiction of DAS implementation at all.
The problem has arisen because while the rules spell out that the Hyderabad Municipal Corporation (MCH) should come under DAS implementation, but in 2007 the state government expanded its boundaries. The new region called the Greater Hyderabad Municipal Corporation (GHMC) includes an additional 12 municipalities and eight gram panchayats. This area encompasses 2.5 million households. Now LCOs and MSOs in the region are struggling to figure out if there areas should be part of digitisation drive.
Jagdish Kuma, the MD and CEO of Hathway Cable and Datacom notes that this has hindered with the collection of the customer application forms (CAF). He said, ““The jurisdiction issue has led to a lot of confusion. It has become practically impossible to collect CAFs. We can’t even switch off STBs as one operator is in DAS area and another operator is in non-DAS area.”
