The Ukrainian DTT operator Zeonbud wants to consult with the National Council on TV and Radio over the latter’s decision to cancel a requirement for it to encode its signals.
According to ProIT, the regulator made the decision on July 17, thereby annulling one it had made in October 2011 requiring Zeonbud to use conditional access.
Zeonbud says that alongside the positive effects of the new decision there are a number of risks to the strategy of developing digital TV in Ukraine.
There are also technical, organisational, legal and financial issues to be resolved.
